In cooperation with my advisor and classmates, I have completed a review of your offer for admission to graduate study at the

I have carefully considered all of your admission materials, and unfortunately your admission has not been accepted. Because the resources provided by your offer is not sufficient to accommodate the total demand for my graduate education, not all of those who give me an offer can be accepted.
